AY 2009 RCAPS Seminar
Abstract:

In the context of an increasingly hopeful chance for the absolute abolition of nuclear explosives in December of this year, Dr Hallett wishes to argue that the momentum toward abolition is being driven by a third and unrecognized story our Nuclear Age. The two long-recognized stories are 1) the American story of the technological triumph that was the building of the first bombs, the saga of Robert Oppenheimer, General Leslie Groves, and the Manhattan Engineering District, and 2) the Japanese story of the horrible tragedy of the hibakusha in Hiroshima and Nagasaki. The third unrecognized story is a zen story of non-occurrence, the fact of non-use since 1945 and its political compliment, America's long-standing policy of "use by non-use."
The talk is accompanied by two short slide presentations, the first of which is a timeline or chronology of nuclear developments, 1914-2009.
