•Participated in the Japan Overseas Cooperation Volunteers program in the Philippines, Indonesia, Côte d'Ivoire, Ghana, and Iran.
•After that, worked as a Rice Expert on projects in Uganda since June 2004, where he has been involved with spreading NERICA to other southeast African countries.and in 2009 was selected by Newsweek Japan as one of the 100 most influential Japanese people in the world.

|Title||A Message from Mr. NERICA: The Frontlines of African Aid|
|Abstract||In 2008, former Prime Minister Fukuda announced a plan to double the amount of rice produced in Africa as part of Japan’s ODA. As Africa continues to face food shortages, improving the efficiency of rice production leads to less reliance on imported rice and creates income for farmers. This brings people out of poverty, gives children a chance to go to school, and results in many other positive ripple effects.
This seminar will feature a message from Mr. Tsuboi Tatsushi, a JICA Expert currently active on the frontlines of aid in Africa. Originally from nearby Kitsuki City, Mr. Tsuboi (whose nickname is “Mr. NERICA”) will introduce the latest data and examples of activities being done in Africa to spread efficient rice production methods.
*NERICA: Abbreviation of “New Rice for Africa”, a newly developed method of cultivation suitable for Africa.
