Former Governor of Oita Prefecture Hiramatsu Morihiko Receives PhD from Ritsumeikan University

On Friday, March 24, 2006, A Presentation of Doctorates for AY2005 was held at Ritsumeikan University, Kyoto. The Former Governor of Oita Prefecture, Mr. Morihiko Hiramatsu was one of the PhD recipients.
Mr. Hiramatsu wrote his thesis on "Policies and Strategies for Local Independence – Challenges that Face Oita Prefecture" drawing on his years of experience and an objective analysis of local decentralization. The thesis took approximately one year to complete. Mr. Hiramatsu and the Ritsumeikan Trust share similar philosophies towards education and are working towards fostering exchange between Oita, Kyushu and various countries in Asia. The ex-Mayor of Oita was awarded an Honorary Doctorate from APU in April 2003, but decided to also complete the study requirements of a standard PhD.

During the ceremony, Mr. Hiramatsu commented that he hopes more students will choose to study policy science and will have interest in government and developing new policies.
