On Wednesday December 17, a RCAPS sponsored seminar was held at APU.

The seminar welcomed Ms. Vella ATIENZA-WIN MAW TUN, Doctoral Candidate, Graduate School of Asia Pacific Studies, APU. Her lecture was titled" Solid Waste Management in Urban Areas: Challenges and Responses"



Solid Waste Management in Urban Areas: Challenges and Responses This paper describes the solid waste disposal problems in the Philippines particularly in urban areas. This also presents the rapid urbanization in the country and its effects in the implementation of its solid waste management programs. The different issues and challenges that affect the governance of solid waste such as the political, technical, financial and other social concerns are also discussed. It also reviews the different policies in the country that are related to solid waste management from 1938-2001 and the implementation of the Philippines Republic Act 9003, also known as the Ecological Solid Waste Management Act of 2000. The RA 9003 is the most recent and most comprehensive law on solid waste management in the country. The responses of the different sectors of the society to address the growing problems on solid waste in the country are also discussed. Based on the findings of the study, some policy recommendations are presented. This includes the following: use of both command and control and market-based policy instruments, increasing awareness and education, promotion of participation and community mobilization, provision of administrative capability support for LGUs, improving conditions for the informal sector, promotion of innovative and appropriate technology, and regular monitoring and evaluation of solid waste management programs.
