APU was introduced as an example of an institution that is striving to create a "nation built on human resources" at the Council on Economic and Fiscal Policy on March 16, 2006. (6th Council, 2006)
The Council on Economic and Fiscal Policy is a collegial organization set up in the Cabinet Office in January, 2001 with the aim of strengthening the Prime Minister's political leadership in the matter of economic and fiscal policies.
APU efforts towards "Asia Resource Exchange" were raised as part of the example.
