AP House Usage Rules and Important Reminders for Residents

AP House Usage Rules

1. Period of Residence

  • Beginning in Spring: From moving-in date to the end of February of the following year
  • Beginning in Fall: From moving-in date to the end of August of the following year

2. Payment of Dormitory Fees

Dormitory fees are deducted from the resident’s Japan Postal Savings Bank account on the first day of every month. If the deduction is not possible on this day, it will be repeated on the 16th day of the same month.

3. Room Inspections

Residential rooms may be entered by staff in the event that it is necessary to conduct inspections and repairs of room facilities for administrative reasons, or for security purposes such as checks on personal safety.

4. Obligations of Residents

Residents have an obligation to participate in Floor Meetings and Kitchen Duty conducted on each floor. Resident Assistants (RAs) will provide directions on the details of these activities.

5. Moving Out (as a rule, moving out early after just a few months of residence is not permitted)

A resident wishing to move out of AP House must lodge a request for moving out at least one month prior to their preferred moving-out date. The request for moving out must be lodged online via the Student Office website. At the time of moving out, the resident must undergo a final inspection of the room and return the room key. Moreover, residents who are two or more months behind in their payment of dormitory fees, who have engaged in any type of conduct listed in “6. Prohibited Conduct” below, or who have lost their status as APU students (owing to leave of absence, study abroad, withdrawal, expulsion, etc.) are required to move out of AP House.

6. Prohibited Conduct

A resident who engages in any of the prohibited conduct listed below will be punished with expulsion from AP House. Immediate expulsion as well as other forms of disciplinary action may also be applied depending on the nature of the conduct and its impact on others. The resident’s financial sponsor and guarantor may also be contacted, regardless of the resident’s own preferences.

  • (1) Neglecting the obligations of residents shown in item 4 above;
  • (2) Using a residential room for purposes other than residence;
  • (3) Exchanging rooms with another resident and residing in the exchanged room;
  • (4) Accommodating another person, including another resident, in one’s room overnight;
  • (5) Allowing a non-resident student to stay in one’s room;
  • (6) Renovating, refurbishing, or otherwise altering the current state of a residential room;
  • (7) Not registering for courses, or remaining in one’s room and not attending classes;
  • (8) Smoking in one’s room (including e-cigarettes);
  • (9) Consuming alcohol in areas other than one’s own room;
  • (10) Causing a nuisance, such as making noise regardless of the time of day or otherwise engaging in conduct that impedes the safety and security of dormitory life for other residents;
  • (11) Engaging in violent conduct or conduct that endangers the life or physical or mental wellbeing of others or oneself;
  • (12) Engaging in conduct that is contrary to law or public morals, such as possession and/or use of cannabis or other drugs;
  • (13) Not complying with requests to attend an office of the University;
  • (14) Engaging in other conduct judged by the Dean of Student Affairs to warrant prohibition, such as conduct deemed inappropriate for communal living and conduct deemed in contravention of one’s duties as a students.

Safety and Security

Residents are required to observe all of the following dormitory regulations and precautions upon moving into AP House.

1. Compensation for Damage:

Residents who damage fixtures, furniture, or equipment in their room or communal spaces are required to inform the Security Office and pay to replace or repair the damaged items. Additionally, residents who lose their room keys are also required to notify the Security Office and pay to replace the lost key.

2. Report of Equipment Failures

Residents need to report to the Security Office if there are any problems with the electricity, plumbing, hot-water supply system, or any other equipment.

3. Individuals not living in AP House 1, 2, or 5 are not permitted to enter.

4. Posted Notices

Residents must obtain permission from the AP House Office before posting notices in AP House.

Emergencies

1. Fire

  • In case of a fire in AP House, regardless of what you are wearing or what you have with you; evacuate immediately.
  • When evacuating, keep low. To prevent inhaling smoke, cover your mouth and nose with a handkerchief/towel.
  • Do not use the elevator.
  • In order to prevent the smoke from entering your room, close your door when evacuating.
  • Once evacuated, do not go back inside.
  • Once outside, follow the instructions of staff members and Resident Assistants (RAs)

2. Earthquake safety

If an earthquake occurs, residents should do the following:

  • Protect their heads from falling objects by getting underneath a desk or sturdy piece of furniture.
  • Turn off IH heaters or microwaves immediately.
  • Leave the door open and evacuate once the earthquake stops.
  • Do not use the elevator.
  • Follow the instructions of the staffs and Resident Assistants (RAs) once outside.

* New residents are required to participate in the emergency drills

3. Sudden Illness or Injury

If any resident suffers a mental or physical illness or injury or wishes to discuss such matters, go to the Health Clinic or Counseling Room on campus.

If an emergency occurs, contact the Security Office first. In cases that necessitate a visit to medical facilities, be sure to follow instructions from Security Office staff whether day or night. RA staff are not permitted to accompany you to medical facilities. Please use the support services listed below when visiting medical facilities.
“Medical Assistance Service (Operating Company: Emergency Assistance Japan)” is a service for APU International Students while they are in Japan.
“Medical Assistance Call” is available 24/7.Service in 18 languages.

  • Students will be referred to an appropriate medical institution over the telephone.
  • Three-way telephone interpretation service is available if a student is having difficulty understanding Japanese at a clinic or hospital.

The interpretation service is available only with the doctor’s permission.

4. Theft Prevention

APU will accept no liability for theft or burglary occurring in AP House. However, if such an incident occurs, residents should report it to the Security Office.

Disciplinary Actions

Residents who fail to uphold the AP House regulations as detailed in the Guidebook, disrupt the peace at AP House or behave in a manner that markedly contravenes their duties as an AP House resident will face disciplinary actions.

The disciplinary action depending on the violation.

Regulations for violations

【Smoking in the room / Drinking alcohol outside of the room / Overnight visitors / Noise / Other annoyances】

  • First-time offense: Have an interview with the AP House Office and submit a pledge(Smoking in the room: Pay for repairs)
  • Second-time offense: Expulsion from AP House(Smoking in the room: Pay for repairs)
  • Underage drinking / smoking is subject to disciplinary actions according to the Ritsumeikan Asia Pacific University Regulations on Punitive Measures for Students.
  • Overnight visitors : (Visitors) Have an interview with the AP House Office and submit a pledge

Failure to pay dormitory fees and common service fees

If a resident fails to pay dormitory fees and common service fees for two months or more, they will be evicted from AP House.

Absent from Floor Meeting or Kitchen Duty

● Floor Meeting

Attending the floor meetings is obligatory as a resident.
If a resident is late to two meetings, it will be counted as one absence. If a resident is going to be late, they should let their RA know beforehand.
Being tardy or absent for reasons other than academics, family issues, or illness will not be accepted.

  • First-time absence: Warning/mentoring from RA
  • Second-time absence: Warning/mentoring from RA
  • Third-time absence: Interview/mentoring from AP House Office and submission of a pledge
  • Fourth-time absence: Expulsion from AP House
● Kitchen Duty

All residents must do Kitchen Duty. If a resident is five minutes late for Kitchen Duty twice, it will be counted as one absence.

  • First-time absence: Warning/mentoring from RA
  • Second-time absence: Warning/mentoring from RA
  • Third-time absence: Interview/mentoring from AP House Office and submission of a pledge
  • Fourth-time absence: Expulsion from AP House.
  • If a resident does not properly reflect upon their actions, they will receive a stricter penalty. A resident who breaks a rule and does not properly reflect upon their actions will receive the same penalty as the person who broke the rules twice. A resident who breaks the rules twice and does not properly reflect upon their actions will receive the same penalty as the person who broke the rules three times, and so on and so forth.
  • Penalties for dishonest or vicious behavior will be determined separately from the regulations stipulated above.
  • Violations such as violence, theft, harassment, property damage, and discrimination will be handled according to the Ritsumeikan Asia Pacific University Regulations on Punitive Measures for Students.

Disciplinary actions can also be imposed on students who do not live in AP House.
